Update the 'created_at' fields in ther share/snapshot manage feature to Stroage backend creation time

In the share/snapshot management feature, improve the created_at field to reflect the actual creation time in the storage backend rather than the time it is managed in Manila.

Currently, the created_at field is set to the time when the share/snapshot is managed, so users cannot easily identify when it was originally created.
