Add Nova-network plugin as alternative for Neutron plugin

For the moment Manila allows share drivers to create share servers and provides networking functionality for it.

For the moment there is only one implementation of it - Neutron. Need add "nova-network" support to be able to run manila with multi-svm drivers on deployment without Neutron.
