Enhance NetApp cDOT Manila driver to optionally not handle share servers

The Manila driver for NetApp cDOT supports multi_svm mode only (i.e. driver_handles_share_servers = True). This blueprint aims to allow the driver (or a parallel driver, still TBD) to work in the simpler single_svm (driver_handles_share_servers = False) mode.
