Allow recalibrating storage availability zones

Administrators can always rename the storage_availability_zone attribute in manila (or redo the configuration when storage systems are moved in the datacenter). This change however will not affect existing resources (shares, share groups). Currently there is no way for an administrator to easily modify the name on all manila resources without having to muck with the database by hand/out-of-band of manila
