Support smartcache and smartpartition for Huawei manila driver

Manila "share types" may contain qualified extra-specs -
extra-specs that have significance only for the backend driver
and which are reported back to the scheduler.

This commit adds the following boolean qualified extra-specs:
  * capabilities:smartcache='<is> True'
     smartcache:cachename=test_cache_name
  * capabilities:smartpartition='<is> True'
     smartpartition:partitionname=test_partition_nmae
