HP 3PAR reports capabilities for scheduler to use for filtering hosts

The HP 3PAR driver uses pre-allocated file provisioning groups that can include capabilities such as thin provisioning,
dedup and flashcache. These capabilities should be reported so that Share types and the CapabilitiesFilter can be used to place shares on hosts with the requested capabilities.
