I'm not convinced that any work is needed on the manila side to support a horizon GUI. Are you aware of specific interfaces needed by horizon that we don't provide? Examples of what other projects have done to enable Horizon integration?
I think that what's needed is just a BP in Horizon to do the actual work of creating a GUI for Manila.
