Add support for manage/unmanage in GPFS driver

This change adds share manage/unmange support in GPFS Manila driver. With this feature, existing GPFS filesets could be brought under Manila management.
The existing fileset should be an independent fileset and should not have any NFS export over the fileset path. We can have the quota already set for the fileset which can be used by driver for share size. If not set, driver sets the share size to be 1G ( i/e sets the fileset quota to be 1G).
