Introduce the 'tooz' library in Manila as a distributed locking feature

Manila currently uses lockutils from oslo_utils for file based locking for mitigating resource contention issues. The tooz project (part of OpenStack) contains some features that manila can potentially use. We should also aim to deprecate the use of file locking based on oslo_utils/lockutils
