Integration with ceilometer

It would be nice to have some way to report/query metrics for manila

This work considers the following use case:

* Report overall manila stats to ceilometer (e.g. number of shares used overall/per-tenant/per-user, number of share-types, number of replicas, number of snapshots and more)
