Automatic cleanup of share_servers

Share servers should automatically be deleted after some time if there are no associated shares.
Deletion should be controlled by a period event in the share manager.
share_servers should be deleted no sooner than 10 minutes after the last associated share is deleted and no later than 1 hour.
