Continuous Bugwatch Checking

At present the Bug Watch Checker is run on a daily basis as a cron job. This means that new bug watches have to wait up to twenty-four hours to be updated. From the point of view of the user this is a large amount of unnecessary latency.

All code changes are now on production. Tuning and monitoring to establish correct batch sizes and run intervals is now needed.
This is a 2.0 goal, since the more data we'll pull from external bug tracker, the more important it becomes to spread out the load.
