Test cases

To access the page /admin/users/staff.php
1. Login as an site admin
2. On the main menu, click Administration
3. Click Users/Site staff

To access the page /admin/users/admins.php
1. Login as an site admin
2. On the main menu, click Administration
3. Click Users/Site administrators

Make sure the displayed information is correct and buttons work properly.
