Magnum need support autoscaling for both infrastructure level and application level.

The kubernetes is planning to add autoscaler support: https://github.com/kubernetes/kubernetes/blob/master/docs/design/horizontal-pod-autoscaler.md

One proposal is adding a new magnum service for autoscaler.
