Allow to use existing router or create new router

When Magnum creates a cluster, the cluster need a router from neutron.
Currently Magnum just create a router by heat template.
Allowing user to specify a existing router for Magnum cluster will be better.

1.specify existing router into baymodel
2.update the temlate of driver
