Use SoftwareDeployment in heat templates

OS::Heat::SoftwareDeployment [1] allows cleanup configuration to be performed during actions SUSPEND and DELETE which can be used to unregister kube minion when a node is deleted. It can also track deploy status, so we should introduce it into magnum.
