Support bay template installation via rest api

Currently, custom bay templates must be installed in the control plane via CLI (https://github.com/openstack/magnum/tree/master/contrib/templates/example#installing-bay-templates), which is inflexible.

This BP proposes to support bay template installation via REST API. A use case is the horizon integration: enable users to install bay template via Horizon by one-click!
