Add support for custom isolation options in Mesos slaves

Mesos-slave has following flags for setting resource isolation [1]:
--cgroups_enable_cfs (default: false)
--cgroups_limit_swap (default: false)
--enforce_container_disk_quota (default: false)
--isolation (default: 'posix/cpu,posix/mem')
Operators often want to use cgroups isolation instead of posix. The idea is to add these flags to Heat template(s) and use them in mesos-slave configuration.
