Mesos Bay AutoScaling Support

Magnum can only support deploying Mesos bay now, it should also support Mesos bay autoscaling based on workload.

The mesos already some endpoint which can help get some cpu or memoy utilization: https://github.com/apache/mesos/blob/master/docs/monitoring.md
