Mesos AppC Docker Image Support

The Mesos introduced a new feature of "Unified Container" in 0.28, the "Unified Container" can enable Mesos use Mesos Containerizer but run containers in either AppC or Docker Container even the docker daemon is not running, this is a very important feature in Mesos and magnum should support this.
If Magnum support this, then it will not highly depend on docker daemon to support container.
