Provide container anti-affinity through swarm constraint filtering

Swarm template should label it's Docker daemons with relevant node and host details (flavor, host-id, etc..) to allow for constraint filtering when running containers through swarm.

I will be happy to take it forward Digambar in case you don't have cycles to work on it.
According to the Austin design summit, the /container endpoint will be removed. Therefore, this BP is not needed. However, you are free to leverage native CLI to apply the anti-affinity filters -- hongbin 2015-05-01
