Magnum stats API

Currently, there is no Magnum API to get statistics and this proposal is to add /stats API that can provide following info;
1) Total number of clusters, nodes, floating IPs, Cinder volumes across all tenants.
2) Total number of clusters, nodes, floating IPs, Cinder volumes for a given tenant
3) Aggregate server capacity( vcpu, memory, local storage, cinder volume storage etc.)
