Keystone v3 Support for Magnum

Currently, Magnum uses the Keystone v2 API for authentication. We would also like Keystone v3 API support as well (to be enabled by default), with optional support to select Keystone v2 if desired by setting a configuration variable. This will allow clouds that only support the v2 API to use Magnum.

This appears to already be done. Are you finding any Keystone v2 API code still in Magnum? --adrian_otto
I find that magnum supports Keystone v3 api already. So I think this bp is not necessary. --Wanghua
