a new service watch the kubernetes api

A new service which can be named as magnum-watcher, watches the kubernetes api and waits for the change. If any kubernetes service changes happen, magnum-watcher can be notified and then list the k8s services and create lb for them.
magnum-watcher is also defined in the heat template of bay. When bay creates, magnum-watcher for the bay start to work on watching. When bay is deleted, magnum-watcher clean all the lbs and then cancel watch task.
