Keypair override on cluster create

Provide an CLI/REST parameter in Cluster create to allow the ClusterTemplate keypair field to be overwritten. This is needed for public ClusterTemplates that might want to be available for creating multiple Clusters that don't all share the same keypair value.
This was discussed as a task during Netwon Mid-Cycle.
