Introduce CoreOS as a supported platform

CoreOS has similar features to Fedora Atomic. Introduce support for CoreOS as the base operating system. We will probably need a unique heat template for this, and the ability to select the proper heat template based upon the backend desired (kubernetes, swam, raw docker rest API) as well as the desired base uOS (Fedora Atomic or CoreOS).
