Expand the Scope of Labels

Magnum currently supports labels for the Kubernetes COE type. However, users can now apply metadata to Docker images, containers, or daemons via labels. Metadata can serve a wide range of uses. For example, use labels to add notes or licensing information to an image or to identify a host. Since labels serve similar purposes for multiple coe types, this blueprint proposes the expanded use of labels within Magnum.
