Add proxy in template file

add --http_proxy --https_proxy --no_proxy when create baymodel to allow users to set their own proxy server.

PS: especially in China , there is a great fire wall, so if users are from china server, they can not access google/docker server directly.

While working with containers and doing CRUD operations using magnum we expose its public ethernet interface to enable networking. This works fine if we are using public network but if we are trying to do this over a VPN we may run into issues while creating and deleting containers. The create and delete operation for bays and containers will basically time out and show External Server response error. Right now there is no support for adding proxy in magnum configuration file but we can add those as comments in magnum conf files to make it easy to add proxies.

We only implemented swarm support, I think we still need to support mesos/k8s,
