Use upstream tempest.conf in gate-magnetodb-devstack-dsvm job

At this moment used tempest.conf from our tempest directory (magnetodb/tempest/tempest.conf). It's works. But I think will be better if be used tempest.conf from upstream tempest, because this simplify testing after adding new integration with other OpenStack projects.
