Need to emit health check stats metrics periodically

To integrate with popular monitoring framework using StatsD, MagnetoDB needs to gather health check api call results and emit StatsD metrics using the refactored notification mechanism.
Need to have a generic periodic task runner for such purpose so it can be used later on to emit other metrics such as table statistics.
