Ceph for ephemeral storage

This will enable a single download of ephemeral images which would them make them available across all clusters without having to download them in each.
Issues:
* don't want clusters mounting block devices from each other
* requires another moving part
* where do we have ceph nodes
* authentication to ceph from nodes
