Allow MAAS to create new virtual servers

It would be ideal if MAAS could make use of a virtual host or cloud system to commission new virtual servers and automatically register them.
Use cases:
- as a system administrator, I want to commission a new virtual server on a libvirt-based hypervisor and have it ready for juju orchestration
- as a system administrator, I want to commission a new instance in an Openstack Cloud and have it ready for juju orchestration
