Rationale:
A very common deployment scenario in corporate environments is behind a strict firewall.
Goal:
Allow deploying MAAS without needing any direct connection to the internet. That means that it must operate using a local mirror of packages and image files. How users set-up the local mirror is out of scope for MAAS (users could use Landscape or another available mirroring tool).
