Customization of kernel boot parameters

Rationale:
Some hardware will require special kernel boot parameters to be enabled. That's a common need when deploying maas with various hardware.
Goal:
Allow setting boot parameters for different hardware. User are able to set customized boot parameters on a per tag basis. Given that tags can be defined automatically based on arbitrary hardware components, that makes this very versatile.
