Don't run the post-installation operations when building DEB and RPM packages

Make use of setup.py install --skip-post-install. This will greatly shorten the time it takes to build packages.

I know this blueprint is a no-brainer to implement. But I just love registering blueprints and adding dependencies to them. *g*
