Facility to load, change and save SABnzbd configuration files

Make use of the existing config module for that purpose because SABnzbd uses an INI-style configuration file.
This code will only be used if there's no existing SABnzbd configuration because later on, LottaNZB will change the configuration using the API, no matter if it's connected to a local or remote instance of SABnzbd.
