Mechanism to detect whether HellaNZB is running or not

We already had something like that in an older revision but it wasn't developed enough to be useful (that's why we removed it).
Using a working mechanism we could both prevent LottaNZB from starting a second instance of HellaNZB, provide a hint about which usage mode to choose in the first-run assistant etc.

The current implementation will work in most cases I think. Of course refinement is always possible.
