New module used to download NZB files from Newzbin.com

Currently, it's not possible to let the user know about Newzbin errors (like wrong username/password, no premium credit) etc. due to HellaNZB's very limited XMLRPC interface and the Newzbin functionality doesn't work nicely together with our categorization feature.
By taking the process of downloading Newzbin NZBs out of HellaNZB in stand-alone mode, they can be treated equaly to regular NZB files and we can report problems directly to the user.

The code works quite well, the only thing i did not test is the functionality that handles cases where the user requests too many NZB files in a certain time frame, but it's likely to work.
