Make the system tray menu more powerful adding more features

Most downloading-associated applications have a richer system tray menu. The most common features are the ability to stop and continue downloading, accessing the options/preferences dialog and possibly establishing speed limits. The speed limits should bring extra problems since they shouldn't be static values. They should consider the user's bandwidth which would require a new preferences variable or if using a statistics plugin, maybe one could a "top speed" value.

Lantash: It's now possible to pause/resume the downloads using the notificiation area icon. In the future, more entries could be added to the menu as suggested by VuDu.

Lantash: I don't think that it's necessary to add a link to the preferences window. Most people probably won't use it during regular download sessions (once LottaNZB is properly set up and running). The bandwidth option makes sense though.

Lantash: I marked the blueprint as implemented. Adding the pause checkbox was easy, but the bandwidth control will need some mork work and UI decisions. I guess one could create a new blueprint for this one.
