Add "Chroma Key" effect in lives

Once I moved to LiVES from Cinelerra, the Chroma Key effect was missing. It will be very useful to add Chroma Key effect to LiVES.

There is already a chroma key transition in LiVES.
Actually it is called "colour key" in LiVES and it can be applied over two layers and a time region in the multitrack window.
