IPS1.0 and IPK1.0 specifications

The upcoming first stable IPS format specifications and - very important - IPK package specifications.
After IPS/IPK1.0 all newer versions of Listaller and libinstaller have to support the old packages too and (until we announce a larger break) all older versions need compatibility too.

[ximion, 3. Mar. 2010, 17:20]: Finished! IPK1.0 and IPS1.0 are implemented in Listaller 0.4 master branch. Some parts still need a little finetuning, which will be done during beta phase.
