Use small IPS to build setup from scratch

It should be possible to write a small IPS source which contains only some basic information and instructions, how to build an application.
The IPK generator of 'lipa' should then complete the required IPK information (dependencies, architecture, files, ...) directly from the generated binaries and build the package.

[ximion, 4. Feb. 2010]: All basic features are working now. Some things like dependency-
[ximion, 3. Mar. 2010 - 17:30]: Finished! Basic IPK-from-make is now possible. Further improvements will be made for Listaller 0.4+. The implementation for 0.4 still needs a little testing, which will be done in beta2 phase.
