We are trying to turn Chapter 3 of LiquidPub Deliverable 1.1 into a published review paper -- but also an ongoing, maintained Liquid Document.

Rough document outline:

   -- brief overview of typical formulations of peer review
   -- history of the development of the peer review process
   -- comprehensive review of peer review research across as many fields as possible
   -- surveys of researcher opinions on peer review
   -- comprehensive review of review by peers outside academia -- open source, wikipedia, shepherding, ....

General action plan:

   -- general development process within LiquidPub, but letting a few friends know, and open to outside contributions
   -- post complete first draft to arXiv with a note on the project; construct a circle of official-ish reviewers to give detailed feedback (request strong participation from outside people, particularly those with a history of involvement in peer review research). Help and encourage them to participate in the bug-tracking/fixing process: involvement as deep as they desire.
   -- revised draft: submit for publication. AIM: to find a publisher (PLoS?) who will be up for the process of making successive 'releases' of the paper as new updates are made.
   -- long-term: maintain document as a living, liquid document, with the most up-to-date research on peer review (and review by peers in other fields).
