Script "engine" to ask if the user wants to install wine or codecs in universal edition

A script-based "engine" should be developed, so when a new user to the linux world tries to open a *.exe aplication, it is asked if he/she wants to install wine. Also this could be implemented in linux mint universal in the codec stuff.
