Order of Disk Encryption Installation Process

When installing Mint and choosing full disk encryption, one is prompted to type in a password to be used in the encryption process.
The keyboard layout will be english. After this one is prompted to choose language and keyboard layout. Now... changing the language/keyboard layout will totally dissorient the previously choosen password that one typed for the full disk encryption which equals ree-installing everything from scratch because you're scratching your head wondering why you can't get passed boot-load.

Why not have the user choose language and keyboard layout BEFORE any password inputs? That would be the clever way to do it, and save alot of agony for the user!
