mintupdate: respect locked packages in APT

If the user locks a version using APT, the updates for it still show in mintupdate. This shouldn't be the case.

In mintsystem, new commands were added: hold, held (to list held packages) and unhold. These commands use "dpkg --get-selections" and "dpkg --set-selections".
In mintUpdate, no changes were required. The application respects APT. If the user holds a package using dpkg or apt, the upgrades for that package do not appear in mintUpdate.
