Lock down desktop icons so they cannot move.

I work with older people and they have a way of moving the desktop icons by accident. Is there a way once an icon is installed on the desktop to lock it in place so it cannot move? This feature is already on the task-bar. This feature would be perfect for people who don't have good mouse control.
