install hal package by default ?

In order to read flash drm videos, we need to install package hal. For example, in France, to watch tv programs from m6.
I first thought it was a problem from tv, then from connection, then I saw I could watch it from windows without problem...
It seems not to be a big package, so it could be interesting to have it by default ? In the mean time, I have the impression that since I installed this package, all videos (from tv replay) are slower, with bad synchronisation between sound and image...
