install orca by default; new users may not know how to do so themselves, or even that it is a simple install away

Include the GNOME Orca screen reader so that blind and visually impaired users can use Mint. An experienced user may know how to search for it in the software manager or use apt, but a new user may not. In addition, including a screen reader by default avoids the need for blind and visually impaired people to ask for help in setting up Mint.
