Customized installer CD / USB / ISO

Often when I want to install a fresh Linux (Mint or other), I will boot a number of times from the live CD / USB, before I actually make it work.
Each time I need to configure my locale, keyboard setup, time zone, 24h format (guess this is part of locale) (*), internet connection, and possibly other things.
It would be great if the download page would provide a form where I can make these choices before I even download the ISO.
This could of course be extended to a total customization of software packages etc, but it would already be very useful to just do this for these basic options.
It does not even need to be a different compilation. There could simply be a config file auto-generated that will be part of the ISO.

(*) btw just saying: I typically want English language but German keyboard layout and 24h time format. I think a lot of Europeans might want that. Would be great if the customizer would permit that.

btw II: Not sure which format is expected for a "blueprint". I would rather just post a good-old "feature request".
